Decommissioning is the process of disassembly and removal of an industrial plant, property or, more generally, a site that has reached the end of its life cycle. It is often the case that companies and organisations have not developed appropriate strategies for managing these decommissioned assets which, if abandoned or neglected, can represent an unnecessary cost and a potential risk to public health and safety.

The approach proposed by SIGE envisages that the management of deconstruction activities of a decommissioned industrial site should be part of a broader framework, which also includes the environmental rehabilitation of the soil and subsoil through remediation and/or safety activities. The main stages

The first step is to carry out a preliminary analysis of the installation or building in order to:

  • Identify and quantify the components to be discarded,
  • Identify the materials involved and the way in which to treat them correctly,
  • Detect any critical issues and risks related to operations,
  • Assess through data collection and analysis the possible impact of contamination on environmental matrices.

Once the preliminary analysis has been completed, it is possible to draw up a decommissioning plan, which aims to define the starting situation, the priority of interventions, the operational methods of decommissioning and a plan to carry out all the required interventions safely, in compliance with current regulations.

The following phase involves all the necessary operations to clear out and dismantle the plant. Particular attention is required for all work related to waste management and disposal, especially if hazardous materials are present (e.g. asbestos, used oil, chemical processing waste, etc.). In this case, the waste must be classified, managed and treated according to the most appropriate methods defined by law. Materials that can be recovered for re-use (e.g. metals) are also treated at this stage.

The last step is related to the redevelopment process of the site. Clean-up operations serve to secure the site and allow it to be reused, even for different purposes.

The decommissioning process, given the complexity of the operations, requires a multidisciplinary approach, where both technical expertise and management and organisational skills are required.
