In Europe, the transport of dangerous goods is regulated by a number of agreements that vary according to the means of transport used. ADR covers road transport, RID is dedicated to rail transport and IMDG deals with maritime transport.

Transport of Dangerous Goods by Road - ADR

The acronym ADR corresponds, in French, to 'Accord europeen relatif au transport international des merchandises Dangereuses par Route'. This regulation governs the shipping, packing, loading, transport and unloading of hazardous materials by road, identifying the operating methods and tasks of the professionals involved in the different activities.

The agreement also identifies a specific role, the ADR adviser, who has a number of tasks, including:

  • Driving hazardous goods transport operations on behalf of the company
  • Identifying the correct security protocols with respect to the type of dangerous goods transported
  • Verifying the correct application of these protocols
  • Preventing any omissions in the operations required by the regulations in force
  • Drawing up a report on the company's activities concerning the transport of dangerous goods.

The task of ADR consultant may be performed by:

  • Legal representative
  • In-house personnel
  • External personnel

A prerequisite for the position is the passing of a special examination at the Ministry of Infrastructure and Transport.

Carriage of Dangerous Goods by Sea - IMDG

IMDG is an acronym for International Maritime Dangerous Goods and indicates the international regulations governing the maritime transport of dangerous goods. The IMDG code lists all the necessary requirements for the handling of dangerous goods at sea, defines appropriate safety procedures and identifies the 10 different risk classes according to the nature of the material transported.

What we offer

SIGE assistance takes the form of support for the development of the following assessments and processes:

  • Determining the applicability of ADR for each case. Many companies need to understand whether or not they fall within the scope of ADR and in what way and to what extent they are involved in ADR obligations.
  • Appointment of the dangerous goods consultant In relation to the obligations under Italian le-gislation, it must be determined whether or not the company is obliged to appoint a dange-rous goods consultant. In this case SIGE can provide assistance through the direct support of its specialist 'Dangerous Goods Advisors'.
  • Defining the dangerous goods that may be involved. Once the company's degree of invol-vement has been established, it is essential to determine which dangerous goods are to be handled, assign them the required codes and classifications and, based on these codes, plan the necessary actions to proceed with the correct document management
  • Organisation of the loading, transport and unloading service. The means used for these ope-rations, depending on the type of dangerous goods transported, must be prepared according to very precise rules. The material must have precise packaging characteristics. Means and packaging must be identified with appropriate labelling or signs
  • Personnel training. Personnel driving ADR-compliant vehicles must have specific training requirements. Specialised training is therefore required, to be repeated periodically, the or-ganisation of which is carried out by the dangerous goods advisor
