The law protects anyone working for an employer by imposing various obligations on the latter, including the obligation to assess all possible health and safety risks present in the workplace, the activities carried out, the equipment used and the chemical substances used.

To ensure proper management of the risk assessment, as well as other fundamental obligations placed on the Employer, SIGE offers all the necessary technical and regulatory support.

Main Activities

Risk Assessment Document (DVR) - This is a document in which all risks to workers' health and safety are identified and assessed. The preparation and updating of the DVR is a specific legal obligation for all companies with at least one employee. The Employer is responsible for drafting the DVR and cannot delegate this task, but may be assisted and supported by specialised technicians and consultants who are experts in the field of occupational safety.

The reference regulatory framework is provided by Legislative Decree 81/2008 (Consolidated Law on Health and Work, also known as TUS), which constitutes the legal foundation of the strategy to combat the phenomenon of accidents and occupational diseases. Pursuant to Article 28 of Legislative Decree 81/08, the DVR must also contain:

  1. a report on the assessment of all health and safety risks at work, specifying the criteria adopted for the assessment;
  2. an indication of the prevention and protection measures implemented and the personal protective equipment adopted;
  3. the programme of measures deemed appropriate to ensure the improvement of security levels over time;
  4. the identification of the procedures for the implementation of the measures to be carried out, as well as the roles within the company organisation that must provide for them, to which only persons with appropriate competences and powers must be assigned;
  5. the name of the person in charge of the prevention and protection service, the workers' safety representative or territorial representative and the assigned company doctor who participated in the risk assessment;
  6. the identification of tasks that may expose workers to specific risks that require recognised professional skills, specific experience, appropriate education and training.

It is useful to remember that failure to draw up or incorrect drafting of the Risk Assessment Document may lead to significant sanctions - including criminal sanctions - against the Employer. The document must be immediately redrafted whenever changes occur in the work process that may bring about changes in significant risk levels.
In order not to compromise the importance of a careful risk assessment, SIGE works alongside the Employer with its best consultants and technicians, carrying out inspections and supporting the drafting of the DVR.

External RSPP Assignment - The Consolidation Act on Safety and Work provides for the definition of the figure of the RSPP, which stands for Head of the Prevention and Protection Service.
This is a person, internal or external to the company, who has the task of coordinating the prevention and protection service, assessing risk factors, and designing the plan for improving safety levels. The figure of the RSPP is appointed by the Employer and must possess certain requirements in terms of specific skills in the field of safety at work.

SIGE, thanks to its staff of experts in occupational safety, can take on the role of external RSPP and offer support and advice, relieving the company of the obligations imposed by law on this specific professional figure.

Unified Document for the Evaluation of Interfering Risks (DUVRI) - The DUVRI, as defined in Article 26 paragraph 3 of Legislative Decree 81/08, is a document that must be contextualised within a contract, supply or work contract. The DUVRI is therefore not a document linked to the company but to a specific activity, within which two or more companies cooperate. With this in mind, the DUVRI must be drawn up in coordination between the various persons taking part in a given activity, even if not at the same time. The objective of the DUVRI is to define which risks will be carried by each company within the overall project, assessing potential interference with other parties involved and the subsequent risks created.
The DUVRI is a
dynamic document, which must be updated as the works evolve, and must be shared, prior to the commencement of the works and subsequently in the event of an update, with all the parties involved in the contract.

SIGE offers the service of assessing the risks related to all external operators, identifying potential interferences and defining the interventions and prohibitions to be envisaged together with the necessary emergency procedures (mandatory for all companies).

Emergency plans - A further activity that requires attention is the drafting of emergency plans to regulate crisis situations and define evacuation methods. To this end, special plans must be prepared, indicating exit routes, the presence of stairs or lifts, and safe areas in the event of imminent danger. Emergency scenarios (earthquake, fire, etc.) leading to the initiation of the planned procedures are also assessed.
