Construction site safety coordination

Safety at work is a very broad topic and has specific provisions with regard to construction sites. The construction sector is characterised by a high degree of risk, due to the activities carried out, and has often witnessed accidents, even serious ones. This has led the legislator to identify a number of key figures who must be responsible for coordinating activities in order to ensure that work is carried out in complete safety.

First of all, it is useful to delimit the scope of the legislation by clearly defining what is meant by a construction site.

A construction site is any place where building or civil engineering work is carried out, such as*:

  • The construction, maintenance, repair, demolition, mothballing, renovation or equipping, transformation, renovation or dismantling of works
  • excavations, and the assembly and disassembly of prefabricated elements used for building or civil engineering works

In all these works, regardless of the duration of the work or the presence of several companies, the law** imposes various obligations to be fulfilled.

In this scenario, SIGE is able to provide the technical assistance required to fulfil the task of Safety Coordinator during both the design and execution phases** for temporary mobile construction sites, through its own qualified collaborators.

Main Activities

Appointment of the Safety Coordinator at the Design Phase (CSP) and Safety Coordinator at the Execution Phase (CSE) - The CSP is a mandatory professional figure on construction sites where more than one company operates to carry out the planned works. The presence of two companies on the same construction site requires a professional to regulate and coordinate the activities (whether they occur at the same time or in successive time sequences).

After a careful analysis of the site, the CSP will have to plan the work, identifying potential risk situations, taking appropriate preventive measures and evaluating suitable protective measures to reduce the risk of accidents or injuries.

The CSE - an acronym for Safety Coordinator in the Execution Phase - is instead the professional figure charged with verifying that the safety plan is followed and implemented by the workers involved in the construction site. The CSE also is tasked with adapting/amending the safety plan if the measures provided for in the design phase are not sufficient to prevent risks arising from the activities.  Finally, they must ensure a dialogue between the companies involved in order to guarantee both safety and efficiency at the worksite. In the event of serious non-compliance with the regulations in force, the CSE can also determine the suspension of the work until compliance is achieved.

Scaffolding Assembly and Dismantling Plan (PiMUS) - This is a compulsory document that must be drawn up by the Employer when the worksite, whether temporary or mobile, makes use of scaffolding. The operational document contains a series of technical-operational instructions for scaffolders. The purpose is to protect the safety of all workers involved in the assembly and dismantling of scaffolding, but also of all persons who may be involved, even if they are not working on the site.

Safety and Coordination Plan (PSC) - This is a document drawn up during the design phase of the work by the CSP. The plan is compulsory when construction works are managed by several companies, whether the site is public or private, and regardless of the duration of the planned activities. Typically the plan contains:

  • a description of the work to be carried out
  • professional figures with security tasks
  • an assessment of the potential risks associated with the organisation and planned activities
  • preventive and protective measures to reduce the risks identified
  • The personal protective equipment to be used by workers involved on the site
  • The various work phases, the relative organisation and duration of activities
  • Concerning first aid measures in the event of accidents, or measures to prevent fires

The plan represents the information and operational basis for the work of the Safety Coordinator during the Execution Phase.

Operational Safety Plan (POS) - This is a document that should not be confused with the PSC. The POS is drawn up by the Employer and is needed by any company that wants to open a worksite. The Operational Plan includes an assessment of the risks to which workers are exposed, a description of the specific worksite activities, prevention and protection measures, and any assessment of external risks, i.e. those that do not derive directly from the activities (e.g. the presence of underground pipes).
