Hazardous Materials Inventory

For an increasing focus on safety, health, environmental sustainability and welfare in ship recycling.

SIGEMARINE has been active for many years in the field of the Inventory of Hazardous Materials (IHM), an activity that makes it possible to
  • provide detailed information on potentially hazardous materials used in the construction, re-pair and maintenance of ships.1
  • obtain certification under the 2009 Hong Kong International Convention and EU Regulation 1257/2013 for safe and environmentally sound ship recycling.

What is the Inventory of Hazardous Materials?

This is a technical report required by EU REG 1257/2003 detailing all potentially hazardous materials used in the construction of the ship, its equipment and systems.

The IHM must be updated in a timely manner, throughout the life cycle of the ship, when the ship is being modernised, as well as when equipment on board is being replaced.

This allows the shipowner to provide, at the time of delivery to the recycling facility, a document that is perfectly up-to-date with respect to the actual condition of the ship.

What are the shipowner's obligations?

  • Ensure that the inventory is prepared, updated and available on board ship throughout the lifespan of the ship (Part I)

  • Present the inventory once the ship arrives at the recycling facility (integration with Parts II and III)

How do we operate onboard ship?

  • We carry out the inspection without interfering with onboard activities, following a specific risk assessment
  • Sampling is carried out in accordance with procedures designed to eliminate the risk of per-sonnel exposure and environmental contamination.

Our Haz.Mat Expert, Gianfranco Schirinzi, has obtained a specific qualification from RINA and can give lectures to
  • Technical, onboard and onshore personnel

  • Personnel who will be assigned to the role of sampler (theoretical and practical courses)

How do I know if my ship is subject to the regulations under EU Reg. 1257/2013?

Ships covered by the IHM regulations

  • Newly built ships

  • Existing Ships

These are vessels exceeding 500 GT flying the flag of a Member State or flying the flag of a third country calling at a port or anchorage of a Member State.

Exclusions apply for:

  • Military Ships

  • Ships operating for non-commercial purposes
  • Ships operating, for their entire lifetime, exclusively in waters under the sovereignty or juri-sdiction of the Member State whose flag the ship flies

Main obligations of the shipowner

  • For newly built ships::

    • keep the Inventory of Hazardous Materials onboard
    • keep the Inventory of Hazardous Materials up-to-date
    • conduct the Additional Survey
    • carry out the Renewal Survey
  • For existing ships:

    • arrange for the Inventory of Hazardous Materials to be kept on board
    • keep the Inventory of Hazardous Materials up-to-date
    • conduct the Additional Survey
    • carry out the Renewal Survey

What are the potentially hazardous materials covered by the IHM regulations?

  • Asbestos
  • Polychlorinated biphenyls (PCB)
  • Antifouling Compounds and Systems
  • Ozone-depleting substances
  • PFOS
  • Mercury and mercury compounds
  • Cadmium and cadmium compounds
  • Hexavalent chromium and hexavalent chromium compounds
  • Lead and lead compounds
  • Polybrominated diphenyl ethers (PBDE)
  • Polybrominated biphenyls (PBB)
  • Polychlorinated naphthalene (more than 3 chlorine atoms)
  • Certain short-chain chlorinated paraffins (alkanes, C10-C13, chlorine)
  • Radioactive substances
  • HBCDD

Notes:

  • Activities are performed in accordance with the requirements of the ISO9001: 2015 and ISO14001: 2015 accredited SIGE management system. Laboratory analyses are performed according to the requirements of ISO17025: 2005.
