The Seveso Directive: Major Accident Hazard

In 1976, a serious accident hit a factory near Seveso, releasing a toxic cloud that caused damage to humans and the environment, the effects of which are still visible today.
  • An accident that could have been avoided?
    The answer to this question soon led to the realisation that it was necessary to be adequately prepared for such emergencies, and so the European directive, known as the 'Seveso direc-tive'1 , for the monitoring of industrial installations with an accident risk, was created.

  • The fundamental element for prevention?
    The safety management system: the management tool that controls and manages the pro-cesses that apply the policy, objectives and procedures to ensure a high level of plant safety to protect workers, the population and the environment.

Main services offered

SIGE offers support to companies to first of all understand whether the directive applies to them (analysis of compliance with the directive) and, if necessary, to develop the mandatory safety management system. The consultancy also includes, of course, support for companies in the event of changes/updates to the applicable legislation in order to ensure full compliance.

Verification of compliance - The outcome of the verification depends on the quantity and quality of hazardous substances held simultaneously in a given establishment and determines whether or not the company must comply with the requirements of the Seveso Directive.

Industrial risk analysis of the plant and/or facility - Overall audit of the site to determine the degree of compliance with the requirements of Legislative Decree 105 of 2015 and other relevant regulations

Drafting and updating the safety report - The purpose of the safety report is to assess the residual risks (free of all prevention activities and safety measures already implemented). It provides for the identification of possible risk events, an assessment of their possible frequency, an analysis of possible consequences (calculated by simulating specific scenarios), and an analysis of possible domino effects, involving other plants in the vicinity.

Major Accident Prevention Policy Document - The document brings together all the fundamental principles for consciously managing the risks arising from industrial activity. The aim is to provide a comprehensive perspective on the actions and steps needed to prevent accidents, keep the site safe, minimise the risk to workers and the community, and ensure that every action is carried out according to precise operational procedures.

Verification and/or updating of mandatory documents - document verification to identify any non-compliance with regulations

Staff training - Activities planned for workers active at the site (owner, managers, supervisors, workers).

Technical-regulatory training - Activity foreseen for persons in charge of monitoring and enforcing the safety management system.
